I think the problem was not with adopting new military technology but, new military strategies and drills.
Especially from the 17th century onwards, the infantry as a unit became much more important in warfare. The Janissaries played this role for the Ottomans, but they were never very comfortable with drilling in the European style. So while the European armies acted as a single unit, the Janissaries could never manage that. This, I believe, was the main difference. I'm not a military historian, though, and I admit that I need to read much more on this.
